The EIDHR instrument can grant aid where no established development cooperation exists, and can intervene without the agreement of the governments of third countries. It can support groups or individuals within civil society defending democracy as well as intergovernmental organisations that implement the international mechanisms for the protection of human rights.

The Contest of the Project Ideas was announced on 2nd March under the joint EU/UNDP action “Combat the Negative Effects of Chernobyl Disaster in Belarus”. The contest closes on March 31, 2010.
According to the results of the contest, the most interesting and economically viable project initiatives will be selected for funding. Implementation of those project ideas will improve the living conditions of inhabitants from 4 target districts: Buda-Koshelevo, Vetka, Zhitkovichi and Khoiniki districts of Gomel Region.
