Information and Communication Tenders in 2010

Under its annual Information and Communication budget, in 2010 the Delegation of the European Union to Ukraine plans to conclude the following contract with a view to raise awareness of the EU, EU-Ukraine and EU-Belarus relations and cooperation:
Production and distribution of Eurobulletin newsletters for Ukraine and Belarus 2011-12; deadline 31 May 2010
The following selection criteria will be applied to tenderers:

1) Economic and financial standing: The average turnover of the candidate for the last three accounting years must exceed value of this contract.

2) Professional capacity: At least 5 full-time staff.

3) Technical capacity: The candidate has worked successfully on at least two contracts, each with a value of at least 50% of this contract, in fields related to this contract in the last three years.

Entities interested in participating in this tender procedure must meet the selection criteria above. The purpose of these criteria is to determine whether tenderers have sufficient capacity to perform the contract.

Furthermore, the entities will be excluded from participation in procurement procedures if: a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible); c) they have been guilty of grave professional misconduct proven by any means which the Contracting Authority can justify; d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed; e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests; f) they are currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation.
