Belarus schreibt derzeit Schlagzeilen und ist dennoch selbst für viele Osteuropa-Korrespondenten ein weißer oder zumindest einfarbiger Fleck auf der Landkarte. Wie die Regierung schwankt auch die Gesellschaft zwischen EU und Russland und ist zugleich in sich tief gespalten. Die Wirtschaft, dominiert von großen Staatsunternehmen, steht unter immensem Reformdruck. Die Zivilgesellschaft ist gegen alle Widerstände dabei, sich selbst zu finden.

A Global Assessment of Internet and Digital Media Freedom.
In order to illuminate the emerging threats to internet freedom and identify areas of opportunity, Freedom House created a unique methodology to assess the full range of elements that comprise digital media freedom. This report examines internet freedom in 37 countries around the globe. The study’s findings indicate that the threats to internet freedom are growing and have become more diverse. Cyber attacks, politically-motivated censorship, and government control over internet infrastructure have emerged as especially prominent threats. Download the report on Belarus.

Life in Belarus does not seem to be getting easier. Legislators don’t like to be lazy and every now and then produce something eyebrow-raising.
By now there is no doubt that “Regulation” has become the state ideology of Belarus, but what we did not know before is how far it can go. For example, who could know that Belarusian law-makers would go through with the project of the Internet regulation! At the same time, the Code of Education is being announced to be almost ready for more than 4 years by now, but the work is still in progress. Apparently, regulating the Internet is a much bigger priority, especially given the upcoming political events in the country and the fact that the Internet is probably one of the last platforms for open discussion in the country. Therefore, it needs regulation! Or so they think.
